Delphine Baldwin-Casey retired Youngstown Police Officer,create the Crisis Intervention Unit for the YPD, won a State Award for this division for being the first in the State of Ohio. The first female police Sgt in the history of YPD. One of the first five women on patrol. Do workshops and Semiars on crimes that affect women and children. Run the Youth Police academy in the after school program for the Youngstown City Schools and etc.
